Central Coast Library Service

Central Coast Libraries Transformation Strategy and Infrastructure Master Planning

Central Coast Libraries is a large urban service with a regional library, nine branches, mobile services and a growing digital offer. Council needed a practical strategy that could move the network from incremental improvement to coordinated transformation while recognising the different needs of communities across the region.

RHCS reviewed the current model and strategic context, considered future service and infrastructure requirements, and translated the findings into an integrated transformation agenda with clear areas for action.

Requirements

  • Assess the current service model, network performance and existing strategic direction.
  • Consider branches, mobile and outreach services, digital access and new points of presence as one network.
  • Respond to changing community expectations, service trends and opportunities for innovation.
  • Define priorities for member engagement, programs, technology, marketing and workforce capability.
  • Provide a four-year strategy, action direction and infrastructure planning framework.

Outcomes

  • A four-year Central Coast Libraries Transformation Strategy and implementation direction.
  • A hybrid network approach combining branches, outreach, mobile, digital and flexible points of presence.
  • Priorities for membership growth, community capability, creative and maker activity, and economic activation.
  • A coordinated direction for workforce, marketing, technology and performance improvement.
  • Infrastructure master-planning principles to guide accessible, well-located and sustainable future facilities.
