Richmond Tweed Regional Library serves the communities of Ballina, Byron, Lismore and Tweed through a shared regional model. The member councils required an independent assessment of whether the existing Executive Council arrangements remained effective, efficient and sustainable, and what alternative management models could offer.
RHCS examined governance, decision-making, costs, risks, demographics, infrastructure, technology and future service pressures. The review combined a detailed assessment of the current model with a transparent comparison of alternative structures.
